Vice President
Scott Jamieson
Scott Jamieson has overall responsibility for directing and managing the performance of the PBI Fiber business and authority partnership obligations. Scott is responsible for P&L, construction, operations and commercialization of all broadband projects. This includes contract performance, regulatory compliance, modeling, reporting, forecasting, resourcing, team development and performance, budgeting and executive committee reporting. Scott provides oversight of the Pennsylvania Turnpike Commission and NCDOT middle-mile P3 projects and has more than 25 years of experience in the telecommunications sector.

Drew Freme
Drew Freme is responsible for identifying and pursuing strategic growth opportunities, including partnerships and acquisitions. In his role, Drew leads cross-functional teams to align corporate strategy with operational execution to ensure the sustainable development of the PBI platform. Prior to joining PBI, Drew spent several years in corporate strategy and investment analysis at global and national digital infrastructure firms.
Sales Executive Lead
Scott Terrill
Scott Terrill joins us as Sales Executive Lead, focusing on revenue growth and monetization of PBI’s current and future routes. Scott has more than 25 years of broadband experience, leading Sales and Marketing teams at large-scale infrastructure companies, including CenturyLink/Lumen and, most recently, at Arcadian Infracom as AVP of Business Development and Partnering, where he was responsible for selling and managing more than 1,000 miles of the State of California’s $3.25B Middle Mile Initiative. He brings deep experience partnering with hyperscalers, state broadband networks, and departments of transportation to connect strategic data center markets across multiple state regions.

Jerry Mahnger
JERRY MAHNGER is the Commercial Group Head at Plenary Americas and is a member of several Plenary project company Boards of Directors. Prior to joining Plenary, Jerry was a Partner at PwC providing advisory services to clients, including structuring and M&A opportunities.
Kamil Seidl
KAMIL SEIDL is a Managing Director and Co-CIO of Tikehau Star Infra. Over the past 15 years, Kamil has been involved in numerous P3 and other infrastructure projects and investment ventures in the US and abroad, including representing investors as a board member of various project companies. Kamil began his career at construction and concession company, Vinci.
Eliot Jamison
ELIOT JAMISON is a Senior Vice President at Plenary Americas, leading the development, financing, and implementation of digital infrastructure and transportation projects. Eliot has more than 15 years of experience in the development and financing of infrastructure P3s. His experience includes private equity investing, investment banking, and social enterprise consulting.
Joshua Broder
JOSHUA BRODER is the CEO of Verta, a leading developer of vertical infrastructure for telecom carrier colocation. Beginning his career as a network engineer and unit leader as an Army signal officer, Joshua has been leading network deployment, operations, and commercialization for the past 22 years, and sits on the boards of several digital infrastructure and power industry companies. Joshua is an equity investor in PBI.
Alok Sarsidharan
ALOK SARSIDHARAN is the Executive Vice President, Broadband Infrastructure Investments at Plenary Americas, overseeing Plenary’s long-term equity interests in the PBI Fiber portfolio. He leads commercialization and risk management for middle-mile broadband assets, working closely with public-sector partners and hyperscale customers. Alok has more than 13 years of experience in digital infrastructure, having previously worked with Macquarie’s Specialized & Asset Finance team, and led global network asset lifecycle initiatives for telecom operators and OEMs.
